Unique skills are just how they sound, unique to each Uma!
However, other Umas can obtain a weaker version of them via the inherit system.
Leveling Up Unique Skills
Unique Skills level up during the Career by meeting various fan and bond requirements.

Unique Skills vs. Inherited Unique Skills
The Unique Skills of Umas can be inherited when they are 3 Star Unlock Level or above. The Uniques of the Parent Uma are directly acquired at the start of the Career, while the Uniques of Grandparents have to be inherited via the Inheritance Event. While Inherited Uniques all cost 200 SP at base, they will be discounted by at least 10%. When inherited, the effect of the Unique Skill is diminished by this formula:
Inherited Unique Effect = Original Unique Effect - 0.2
Inherited Recovery = Original Recovery - 0.04INFO
Inherited Uniques also receive a 40% reduction to the Skill Duration.

Umas with Uniques which have less potency than the subtracted value above are exceptions to this rule.
An example is Oguri Cap, who only receives a 0.03 reduction to her Recovery.
Consequently, Uniques with multiple effects are often suboptimal when inherited because all effects are decreased by the formula above. For example,
Victoria por plancha ☆ provides 0.25 Velocity and 0.3 Acceleration at base, but only gives 0.05 and 0.1 respectively when inherited.

There are exceptions to this. One example is CM9 Capricorn Cup, where
Victoria por plancha ☆ and
Give Mummy a Hug ♡ are sometimes inherited due to the lack of alternative Acceleration Skills for Frontliners.
On the other hand, viable Inherited Uniques are those with one effect and Activation Conditions that suit the use case. Inherited Acceleration Skills are one example:
Red Shift/LP1211-M,
Shooting for Victory,
Let’s Pump Some Iron, and
Moving Past, and Beyond are commonly inherited. Each Skill has different positional requirements that makes them suited for different Styles and Tracks.

Because the first Corner in the late-race was delayed by 100m in Libra Cup, Let’s Pump Some Iron was a suboptimal Inherit.
An example of a niche Acceleration inherit is
Flowery☆Maneuver, which is difficult to proc due to its strict Activation Conditions.
Another common use case for Inherited Uniques are final Corner and Straight Velocity Skills. There are almost no non-Unique Velocity Skills that activate in the final Corner or Straight, and the ones that exist are Style- and Distance-dependent. Some examples include
The Duty of Dignity Calls,
Behold Thine Emperor’s Divine Might, and
Shadow Break.

Final Corner and Straight Velocity Skills can be suboptimal if the respective Track feature falls on or immediately after the start of late-race. An example of this is CM1 Taurus Cup (Tokyo 2400m), where the final Corner fell 25 meters after the start of the Accel Zone. Because most of
TDDC's duration is overlapped by the Accel Zone, it provides effectively no value.
While not commonly used, mid-race/second half of the race Velocity Uniques are also sometimes inherited. Many Uniques that proc in the second half of the race will activate as soon as possible, making them effectively mid-race. Some examples are
Genius x Bakushin = Victory and
A Kiss for Courage. While these skills are functional when Inherited, there are many non-Unique mid-race Velocity Skills that cost less SP and have similar effects. These Uniques are often only inherited in min-max builds or specific builds utilizing their Activation Conditions.
Lastly, Inherited Recovery Uniques can be a good way to reach Stamina requirements without spending the SP for a Gold Recovery Skill. Uniques such as
Pure Heart and
Superior Heal provide 3.5% Recovery when inherited, providing over double the value of White Recovery Skills at a similar SP cost. It is important to note, however, that positional requirements can make these Skills suboptimal for many Styles.
